A Memorandum Calling For the Freedom of Samir Al-Kantar and the uncovering of the disappearances and the delivery of the Martyrs’ Corpses

The exchange operation between Hezballah and Israel through the German mediation in Jan29, 2004, formed a victory for the International Solidarity Campaign, the resistance, and all the International human organizations that have adopted the detainees’ cause and defended them.

However, this operation through which the Lebanese and some Arabian and Palestinian detainees were released, and some of the martyrs' corpses were delivered, remains partial and incomplete because of Samir's exception. SAMIR Al KANTAR is the longest-held Lebanese detainee in the Israeli prisons. He was detained on April22, 1979, during an operation against the occupied forces in Palestine and thus was sentenced for 542years imprisonment, and this is one of the strangest sentences in history.

In addition to Samir’s issue, there’s the issue of the disappearances and martyrs’ whom Israel refuses to uncover destiny. Every missing person is considered alive as long as his death hasn't been affirmed, or his remains haven't been delivered. Many facts assures that Israel has kidnapped many citizens during their occupation for the south and their repeated invasions for the Lebanese lands. It is said that they send them to secret jails since some of those persons’ pictures appeared in some prisons. However, those who were associated to arresting and kidnapping operations are well known, some of them are protected by Israel while others are jailed in Lebanon.

Names Of Some Missing And Martyrs:

**-Moussa Al-Sheikh Salman of Maaraka was detained on June 8, 1982. He was wounded when the International Committee of the Red Cross carried him from Tyre Rest House to the Field Hospital of the Israeli army next to Maa'lia. Since that date, he has disappeared in spite of the  statement of the Red Cross that asserts this fact.

**-Bilal Al Samadi, was kidnapped in June 4, 1982, with five of his colleagues on Awali bridge due to an Israeli ambush

His two colleagues, Nazih Abou Agram and Mouneer Al Shami, who were detained later, assured that they saw him tied and naked.

**-Mohamad Said Al Jarrar of  Shebaa, was arrested by the Israeli forces on1979, led by Ibrahim Al Haj and Fouad Al Hasbani from Kulayaa, Al Haj asserted in Marjoun police station that he handed Al Jarrar over to Saad Haddad. In his turn, Haddad handed him over to the Israeli Intelligence Agency. on 1986, Toufik Al Fakhouri, an ex-detainee, met Al-Jarrar in the Intelligence Squad in Ramallah prison.

**-Hassan Ballout was arrested by the Israeli Intelligence on 1984 from KfarMilki, his village, led by Toni Fares, an Israeli agent, who have all the information about this incident. Ballout remained in Jezzine barracks for 8 months suffering from inflammations in the foot.

**-Maher Kassir of DeirKanoun Al Nahr was kidnapped on 1982 by the Israeli Intelligence in the south suburb of Beirut.

**-Mohamad Al Aboushi from Al Mina, Tripoli, was kidnapped on 1990 when he was on the board of a Greece ship between Egypt and Palestine. His family told that he was in Ramllah prison.

**-Jamal Habbal, from Saida, was kidnapped in Barbara checkpoint by 'The Lebanese Forces'; yet his family asserted that he has been imprisoned in Israel.

**
-Samir Al Kherfan, a soldier in the Lebanese army was kidnapped in Majdalyoun.

There are other disappearances such as: Hassan Taha, Hussein Zeid, Ibrahim NourAlDeen, Mohamad Al Muallem, Nizar Merei, Suhail Rammal, Khaled Kashmar, Khaled Shahine, Ali Kashmar, Said Blaibel, Taleb Abou Raiya. In addition, there are many martyrs' corpses that Israel constrains in secret cemeteries in Palestine and south Lebanon such
as: Yihya Al Khaled, Eyad Kassir, Hussein Daher, Eliass Harb, Farajallah Fouani and others.

Hence, the issue of Samir Al-Kantar, and the development of the International solidarity campaign with the Arab and Palestinian detainees, and the calls for uncovering the destiny of the disappearances and the Martyrs’ corpses is an international human issue that should be adopted to exert pressures on Israel.

Therefore,we call upon for the following:

**-Asking the Lebanese government to present an official objection and a quick protest to the United Nations against the holding of Samir Al Kantar as a hostage in the Israeli prisons.

**-Asking the UN reporters on disappearance to investigate more and interview the families of those in order to succeed uncover their destiny.

**-Asking the Lebanese government to fulfill its decision that calls the Complains’ Committee to submit its report about the disappearances.

**-Asking the International organizations and the Searching Agency for The Disappearances in The Israeli prisons, to make investigations around this issue.

**-Investigating and uncovering the group graveyards in South Lebanon.

**-supporting the families of the disappearances and martyrs on the social, psychological and physical levels.

It's a human tragedy, that calls the world governments as well as the human and social organizations to continue struggling locally and globally to force Israel to release AL-kantar and the disappearances and to uncover the places of the secret cemeteries in the south, in which Israel is still hiding more violations and crime against humanity.
