The Optional Protocol to the UN Convention against Torture (OPCAT), a new international mechanism to prevent torture, will come into force on 22 June 2006

  • From 10:00 – 13:00: A medical day with the kind care of the Minister of Health Dr. Mohammed Jawad Khalifa in support of the released detainees, the martyrs, the injured and their families in the House of the Detainee (Der Seryan –South of Lebanon).

  • 11:00: Launching kites.

  • 11:10: Statements of the participating NGOs and testimonies.

  • 12:00: “Their Belongings Talk Exhibition” that includes the belongings of the disappearances, detainees and martyrs, photos and posters about torture, stickers, books, hand-made crafts, children’s drawing. The exhibition ends on the evening of Monday 26/06/2006.

  • 17:00: Dance performed by the National Institute for Social Care&Vocational Training “Beit Atfal Al-Somoud”, dancing and music playing.

  • 18:00: Moulayya Team for Traditional Dancing.

  • 19:00: Boats’ Parade from the Fishermen’ Port in Ein El-Mrayyseh.

  • 20:00: Documentary Movies, sport’s show for Fatima Farran.

  • 20:30: Musical Festival by Dr. Wissam Hamadeh.

The story of JUNE 26

The 26th of June was declared the International Day to fight against torture by the General Assembly of the U.N. and that on 12/12/1997 (resolution# 149/52).

This day that was celebrated the first time on 26 of June 1998, became the reunion day of all good wills throughout the world in order to fight against torture, an action considered the worst action committed by a human against another one.

The purpose for that International day is to honor the victims of torture and to create solidarity movements with them in order to give them back their complete self-esteem, and to inform the public opinion that this extreme form of violation of human right is the worst application for the practice of this authority on the margin of the law being totally ignored.

On the long run, the aimed purposes from celebrating this day are in denying the torture completely and applying actually the agreement to fight Anti-torture agreement which is neglected still by many countries.

Article 5 of the universal declaration of human right and article 7 of the International Pact of civil and political right, stipulate the non-subjection of individuals to torture or any harsh treatment or punishment that is demeaning and inhuman.

The anti-torture pact effective since 1987, calls for –among others- that in no way- or  interior political instability or any situation or general emergency should be a reason behind torture as well as the pact makes of torture an international crime.

And if the U.N. celebrated that occasion it is because that day is an occasion to raise our voices defending human dignity and calling for respect of human life.

It is a day to remember all the victims of torture. The one who recovered with physical and mental traces and those who didn’t recover and died by this horrible way.

This year's common theme of 26 June is the need for rehabilitation and the need for adequate and sustainable funding to the United Nations Voluntary Fund for Victims of Torture, UNVFVT. After the EU the Fund is the biggest donor to rehabilitation centres and programmes worldwide, but still, there are requests from centres and programmes for double the resources available. Therefore, the need to commit governments to support the Fund is urgent.
