The International Appeal of April 22, The Day of the Arab Prisoner
 

The issue of the Arab prisoners in Israeli prisons represents an International humanitarian one. So each year from the 17th till the 22nd of April, Day of The Arab Prisoner, many strikes and activities are organized in order to arouse the world’s attention to their sufferings and to prompt the international community to exert more efforts to have them released.

Since 1967 around 500,000 of the Palestinian citizens were detained in the Israeli prisons, then in March 2002, Israel detained around 20,000 during the Israeli military campaign that was called “The Iraqi Fence”, of whom 8000 are still detained till now.

In Lebanon, Israel has detained, during its invasion for Lebanon since 1978, around 8000 Lebanese citizens in Khiam, Ansar and the prisons inside Occupied Palestine. And after it’s withdrawal in the year 2000, Israel kept detaining 16 of the Lebanese citizens to use them in bargains. As for The Occupied Julan, 18 of its citizens are now in the Israeli prisons.

In addition, Israel refuses to uncover the destiny of many missing people and martyr’s corpses.

The oldest Arab Detainees in the Israeli prisons are:

  1. Ahmed Jbara (Abu Sukkar), was detained on 20/01/1976. He’s the oldest among the Arab and Palestinian prisoners.
  2. Saeed Wajeeh (Abu Al- Hekam), was detained on 29/07/1977.
  3. Samir Al-Kuntar, the oldest Lebanese detainee, he was detained on 1979.
  4. Nael Al-Barghouthy, detained on 1979.

In addition to 8 detainees that has been detained since 20 and 23 years like Nazmi Mohammed Al-Amin and Ibrahim Al-Naji.

The detainees are imprisoned in unhealthy jails where conditions are very bad. The detainees suffer many diseases such as, Heart, Cancer, Rheumatism, sight weakness and some of them became blind while in jail. These detainees are subjected to several types of torture like beating by cudgels, striking with electricity and hanging on stakes.

Because of the lack of treatment, the Palestinian detainee, Walid Amro (34 years old) died at the beginning of this year in Nafha prison, by a pectoral Deadlock from which he wasn’t treated immediately. Before that the detainee, Hassan Abd Al-Salam (21 years old) died inside the prison, last May.

Also Anas Mosalemah (18 years old) died in Askalan prison because of the serious wounds he had before he was detained.

The Lebanese Detainee, Mohammed Husein Berro (70 years old), died last March. Berro was detained on 1986 and remained in the Israeli prisons till he died.

Other detainees have had their leg or hand amputated such as Saif Al-Deen Jomeiaan of Toubas village-West Bank, who is detained since September 2000.

Palestinian Organization that support detainees report that the Israeli forces executed more than 120 Palestinian detainees during their invasion to Jennin and Ramallah last year.

Israel constrains in its Military Camps around 300 Children, violating by that The Childs Rights Convention and the international laws.

As for the female Palestinian prisoners, they count for around 67, 9 of them between the ages of 14 and 17. Aysha Obeiat is the youngest among them. Mirvat Taha has delivered her baby inside Al-Ramleh Prison. The oldest female Palestinian prisoner is Sounia Al-Raei who was detained on 13/04/1997 and sentenced for 12 years imprisonment.

The Israeli Cups practice the most horrible methods of torture against the female detainees for example they unclothe them. Moreover, the Israeli forces implement the administrative detention rules depending on the British Emergency Laws.

The Israeli forces demolished big number of houses and many families were excluded to Jordan and Ghazza.

From another side, the Israeli forces detained many Palestinian leaders. First they kidnapped the Deputy Marwan El-Barghouthy, the Secretary General of Fath Movement on April 2002. Then in June, Ram Allah city was invaded and a number of Palestinian leaders were detained such as, Abd Al-Rahim Mallooh, Tayssir Khaled, Hussam Khodr, Rakad Salem, Al-Sheikh Hassan Youssed and Jamal Al-Tawil.

The detention of those Palestinian leaders and the blockading of the Palestinian President, Yasser Arafat, in his presidential Palace aim at exerting more pressures on the will of the Palestinian population and paralyzing his struggling movements.

The detained Palestinian leaders refused to deal with the Israeli courts for not being legal ones, because their detention is a violation for the international laws and for the validated conventions with the National Palestinian Authority.

Israel is going on in establishing more detention camps to detain more and more of the Palestinian citizens who refuse the occupation and still consistence of his rights to live independently.

The psychic and physical conditions of the Arab Detainees in Israeli prisons are getting worse everyday, and most of them are threatened to die because of the heavy torture, the lack of hygienic care and their deprivation of all the human rights that the international laws assures.

Hostages, detained illegally, some of them are wounded, ill, pregnant women, children, some has been in detention since 27 years and no Arabic or International active moves has been initiated to have them released.

This issue should be a primarily one in the plans and programs of the Arabian and International human organizations that defend human rights and oppose torture.

That’s why,

Khiam Rehabilitation Center for Victims of Torture asks to the United Nations and The International Community for the following:

  1. Sending forth investigation delegates to the Israeli prisons.
  2. Press on Israel to release the Lebanese detainees and the prisoners of The Occupied Julan.
  3. Press on Israel to stop the administrative detention policy that violates the international laws.
  4. Press on Israel to release the old detainees such as, Ahmed Jbara, Samir Al-Kuntar, Said Al-ataba, Nael Al-Barghouthy…etc.
  5. press on Israel to release all the female and children Palestinian prisoners.
  6. Press on Israel to release the Palestinian leaders.
  7. Take a legal action against the tortures and consider them war criminals.
  8. Press on Israel to uncover the destiny of the missing people and to deliver the martyrs corpses to The International Committee of Red Cross.
  9. Give financial compensations to all the Arab Ex-detainees who suffered from torture and rehabilitate them.
